Chester can prepare for Cycle 17 as an eligible local public sponsor. The official schedule opens applications August 1, 2026 and closes October 5, 2026.
Best for: Walkable downtown, sidewalk, trail, streetscape, and historic transportation projects led by the City.

- IDOT-recognized local public agency sponsors with taxing authority and active SAM.gov registration

- Private applicants without an eligible public sponsor

- Pedestrian and bicycle facilities
- Sidewalks and streetscapes
- Historic transportation facilities
- Eligible stormwater and environmental mitigation
- Accessibility improvements within eligible transportation projects

- Work before notice to proceed and executed agreement
- Operations and maintenance
- Ordinary road resurfacing and parking-lot improvements
Application
How to start.
- Coordinate with the IDOT district ITEP contact before the application window.
- Prepare the required local financial commitment, cost estimate, map, and supporting documents.
- Submit through the ITEP portal during Cycle 17.
Timing: Cycle 17 is scheduled to open August 1, 2026 and close October 5, 2026 at 5:00 p.m. Central.

- The sponsor carries implementation, match, maintenance, and compliance responsibilities.
- No work may begin before authorization.
