Overview

What it does.

A company cannot apply directly. A Chester or Randolph County public agency must sponsor the road project and connect it to a committed eligible business facility and documented jobs.

Best for: Manufacturing or distribution projects blocked by inadequate public-road access.

Eligible applicants

  • Illinois municipalities, counties, townships, and other eligible local public agencies sponsoring road access for a specific qualifying industrial, manufacturing, or distribution project

Applicants excluded by the source

  • Private companies applying directly
  • Retail, office, government, school, grain-elevator, or speculative-development projects

  • Constructing or improving public road access directly supporting an eligible job-creating facility

Application

How to start.

  1. The business and local public agency should contact the appropriate IDOT district before construction or bidding.
  2. Document the eligible facility, roadway need, costs, and committed jobs.
  3. The public sponsor submits the application and executes required agreements.

Timing: Applications are administered through IDOT districts; work cannot begin before award and agreement.
