What it does.
The startup version allows an eligible company without prior Illinois income-tax liability to claim negotiated credits against employee withholding obligations while it builds operations in Illinois.
Best for: Young growth companies planning W-2 hiring and capital investment in an eligible sector.

Eligible applicants
- Businesses incorporated no more than 10 years before application that have not had Illinois income tax liability and plan eligible Illinois hiring and investment
Applicants excluded by the source
- Retail, retail food, and most health and professional service businesses except qualifying headquarters or distribution centers

- Withholding-tax credits tied to qualifying Illinois jobs, investment, and training

- Confirm age, tax-liability, sector, job, investment, and but-for eligibility.
- Submit application forms, projections, organizational records, tax-clearance forms, and a project-site plan.
Timing: Contact DCEO before taking actions that commit the project to Illinois.
