Advantage Illinois Participation Loan Program.
Advantage Illinois can reduce a participating lender's exposure by having the state participate in part of an eligible Illinois business loan.
Overview
What it does.
The business applies through an approved lender, not directly to DCEO. The lender decides whether to request state participation after evaluating the business and project.
Best for: Illinois small businesses that have a viable project but cannot obtain the full amount through conventional credit alone.

Eligible applicants
- Illinois businesses with fewer than 750 employees that face a conventional financing challenge and meet state good-standing requirements
Eligible uses
- Business startup or expansion costs approved by a participating lender
Application
How to start.
- Prepare a business plan and financing request.
- Ask an Advantage Illinois participating lender whether the project is suitable for the participation program.
- Complete lender and state documents if the lender elects to use the program.
Timing: The program is accessed through enrolled lenders on a rolling basis.

Limits to account for.
- DCEO does not lend directly.
- A lender is not required to use Advantage Illinois.
- The business must have a financing challenge and satisfy program compliance requirements.
Any combination with other incentives is subject to lender and program approval.
